Larry Carter was born and raised in the East New York section of Brooklyn, New York. Mr. Carter attended Thomas Jefferson High School in East New York. He then attended Brooklyn College and developed a passion for social justice and law. While attending Brooklyn College, he also began writing for the school newspaper and became active in the school's film program. While also attending Brooklyn College, he volunteered at a Brooklyn Medical Center to spread awareness about the dangers of drug use.

After graduating Brooklyn College, Mr. Carter attended Pace Law School. While at Pace Law School, Mr. Carter interned at Newman Ferrara LLP. While there, Mr. Carter worked in the area of civil rights law dealing with cases alleging police brutality, retaliatory workplace termination, child sexual abuse, and marriage equality advocacy.

Mr. Carter then interned at the Queens District Attorney’s office, where he was assigned to the Gangs and Hate Crimes Bureau.While there, Mr. Carter worked on investigations involving witness tampering, investigations involving search warrants, and juvenile justice. After graduating law school in 2016,Mr. Carter began working at the Bronx District Attorney’s Office as an Assistant District Attorney. Mr. Carter was initially assigned to the Domestic Violence Bureau where he worked on sensitive cases involving victims of domestic abuse. As a first chair on a misdemeanor trial, Mr. Carter brought an abuser to justice in a case involving obstruction of breathing and criminal contempt. Mr. Carter then moved to the Trial Division where he worked as a Felony Line Assistant.

While assigned to the Trial Division, Mr. Carter presented numerous cases before the Grand Jury, participated in numerous hearings and trials, worked on cases involving DNA evidence, made numerous court appearances representing the County of the Bronx, was on-call to assist with investigations involving matters such as search warrants and subpoenas, made important determinations regarding appropriate charges for felony cases to ensure justice for all, as well as other matters concerning felony cases. Mr. Carter also acted as a mentor to younger Line Assistants, including volunteering to second seat trials and train new Felony Line Assistants for the Grand Jury.
